The World Wide Web Consortium (W3C) develops specifications, guidelines, software, and tools for creating Web sites.  One of the links on the W3C site is the Web Accessibility Initiative Links to an external site. (WAI). The WAI establishes standards regarding accessibility and Web technologies. The WAI has established a comprehensive set of rules about Web accessibility called the Web Content Accessibility Guidelines Links to an external site. (WCAG).
